May be very overpowered in comparison but hunters really did need a spell like this. It would make us a much better PvP class since locks have fear mages have sheep. This
is our CC that we needed minus freeze trap of course. This and conc would effectively freeze an opponent and give us the upper hand we needed to combat other classes with true CC abilities. I can see a great use for this in dungeons as well. I mean mages can sheep and freeze but hunters normally can only freeze one thing at a time.
Now with this we may be able to help hold off more than 1 enemy at once.
Just my thoughts anyways.

Apparent'y this is learned at lvl 50 and the description is:
Fires a Black Arrow into the target, slowing the target's movement speed by 70,
causing 150 Shadow damage and draining 150 mana over 30 sec.
Buff description is:
Movement speed reduced by 70. Causes 10 Shadow damage every 2 seconds. Drains 10 mana every 2 seconds.
